Abstract

The reception of migrants and refugees has been a social issue of several facets in the ethical, political, moral, religious aspect, and it also concerns the real consistency of democracy in a society. Welcoming the different, the other is directly linked to the democratic capacity of a country. The UN speaks of about 272 million migrants today, 2019. With so many people being forced to emigrate, welcoming has become, paradoxically, one of the greatest challenges for societies in a historical context of securitization policies and cultural, religious, intolerance, sexual, social, among others. This text seeks to point out the scope and challenges of welcoming migrants based on the practices of the Pastoral do Migrante and its partners. Invariably, these practices far outweigh the bureaucratic and often xenophobic barriers of states that end up shaping, influencing and stimulating social relations and behaviors of discrimination, denial and refusal to migrants.
