This article aims to examine how the federal governments of Brazil, from 1994 to 2022, behaved in the face of the transnational migration phenomenon. Thus, a survey will be carried out on some of the main actions, public policies, legislation and initiatives of each administration within this time frame so that one can better understand what was the inclination of each federal public administration within this area. With this, the methodology used will be the logical-historical reasoning, having as a better justification to understand how each government placed itself before the migratory models that are available (security, utilitarian and humanitarian). Thus, the theoretical framework will be Hannah Arendt who deals with equal versatility on transnational migrations and political regimes. Based on the above, it will be ventilated regarding the existing relationship between the level of democratic maturity and its greater or lesser propensity to adopt the security migration pattern or even the utilitarian or even humanitarian migration pattern.
